Description:

This session will bring together public- and private-sector perspectives on the evolving challenge of trade sanctions circumvention. With a focus on the Irish and wider EU context, the discussion will explore how EU trade sanctions obligations translate into practical compliance and implementation, evolving approaches to implementation and enforcement, and the circumvention risks and typologies being observed by authorities and financial institutions. The session will also consider the role of public-private information sharing and collaboration, technology and data analytics in identifying circumvention activity, and how financial institutions can prepare for an evolving sanctions enforcement landscape.

Ana Luiza Klein

Vice President Citi – Dublin
Ana Luiza Klein is a Vice President at Citibank in Dublin, where she operates in an advisory capacity on UK and EU trade-sanctions and regulatory compliance matters, shaping robust compliance strategies. With nearly two decades of extensive experience, including roles at Bank of America and as a consultant at Deloitte, she brings deep expertise across compliance, legal advisory, finance, and financial crime consulting throughout LATAM, EMEA, NAM, and APAC markets. She is also a qualified Brazilian lawyer with a postgraduate degree in law, and numerous certificates in compliance and project management.

Ana mentors legal professionals through Women in Law Mentoring Brazil, is a member of the Women’s White Collar Crime Defence Association – Irish Chapter, and actively contributes to industry forums in Ireland and the UK on trade sanctions and emerging risk topics, reflecting her commitment to strengthening sanctions‑compliance frameworks and fostering knowledge‑sharing, dialogue, and collaboration within the global sanctions community.

Michael Osborne

Senior Trade Sanctions Officer – Citibank Europe

Michael is a compliance and financial crime risk professional with over two decades of experience spanning international sanctions, anti-money laundering, data protection, and asset management compliance, complemented by a background in criminal defense law in the UK. Since 2017, he has built a career at Citi’s Dublin office, working across sanctions policy, trade and export controls, and financial crime compliance testing before helping establish a new regional team focused on trade sanctions across the UK and EU.

In this role, he partners with business leaders and control functions to navigate regulatory change, deliver training, and provide expert advisory support across the bank’s businesses. Michael is also a trusted external voice, regularly engaging with industry associations and government regulators to shape best practice in trade compliance. Earlier in his career, he held roles at BlackRock, GAM Fund Management, and Intel. He holds an LLB (Hons) in Law, a Professional Legal Practice Certificate, and a Diploma in Compliance.

Ian Foley

Head, Compliance & Enforcement Section
Trade Compliance & Responsible Business
Department of Enterprise, Tourism and Employment, Ireland

Ian Foley heads up the Compliance & Enforcement Section of the Trade Compliance & Responsible Business Unit in the Department of Enterprise, Tourism & Employment in Ireland. The section is responsible for monitoring compliance in the following areas: Dual Use, Military, firearms, anti torture and trade sanctions Ian leads on audits, enforcement policy, outreach and investigations.

Ian is also the Irish delegate to a number of international and EU Technical Expert groups such as the Enforcement Coordination Mechanism and the Enforcement Exchange of the Australia Group

Ivy Llena has over 14 years of experience in the learning and development field, providing capacity-building and professional development programs for corporate and social service agencies in the US and the Philippines.

Before joining ACSS, she was a program director at a non-profit organization in the Philippines, where she co-designed and co-implemented economic empowerment programs and services for survivors of human trafficking and their families. Ivy also served at the Social Policy Institute at Washington University in St. Louis, where she led and contributed to inclusive economic growth initiatives.
