Mr. Kirkegaard is a Leading Senior Advisor on trade and investment policy at the Confederation of Danish Industry (DI). He has been employed by DI since 2008. His work is focused on improving access for businesses on markets outside the EU by:
⦁ Promoting the interests of businesses in the EU’s negotiations on multi- and bilateral free trade agreements, including WTO-matters.
⦁ Ensuring the interest of businesses in EU anti-dumping and anti-subsidiary cases.
⦁ Giving guidance to companies on how to comply with export controls regulations and sanctions.
The latter point involves advising companies on how to comply with sanctions regimes around the world, especially EU and US sanctions towards Russia, Iran, Cuba, and China. Guidance on scope and impact of Russia-sanctions has been the main focus over the past couple of years, giving extensive insights into this sanctions regime and how companies adapt to the various measures.
Mr. Kirkegaard previous work at the Confederation includes raising awareness on how the public sector can become more effective by contracting out the delivery of public services (e.g. maintenance of infrastructure, delivery of medical services, care for elders etc.) to private companies. Mr. Kirkegaard therefore also has knowledge of the EU’s public procurement regulation, models of public-private cooperation and public-private partnerships (PPP’s).
Before working at the Confederation, Mr. Kirkegaard worked at Jacobs, Cordova and Associates, which is global consulting firm specializing in regulatory reform and better business environments. This work included projects in EU (e.g. Netherlands and Ireland) and non-EU countries (e.g. Kenya, Mauritius, and Kosovo). He did similar work for the World Bank in Romania and Turkey.
From 2001 to 2008, Mr. Kirkegaard worked at the Danish Commerce and Companies Agency, where he was responsible for the political and strategic plans for promoting the Danish government’s one-stop-shop for businesses, Virk.dk. His work at the Agency also included conducting regulatory impact assessments of regulation.
