In this interactive session, Martijn Feldbrugge, Director of Business Sanctions and Consulting Netherlands (BSCN), ACSS Ambassador for Munich, and Certified Sanctions Specialist (CSS) Certification Trainer, leads an open discussion on how sanctions function within the EU’s external relations, why implementation remains inconsistent, and how circumvention continues despite tighter measures.

Martijn Feldbrugge studied business administration and has worked for various financial institutions for more than 20 years. With a background in ICT, extensive knowledge of the financial industry, and strong analytical capabilities, he has successfully implemented solutions for complex compliance challenges.

Since 2005, Martijn has established and managed sanctions and export control compliance functions for two major Dutch financial institutions following enforcement actions by U.S. authorities. In 2011, he founded BSCN, which supports both financial and non-financial institutions in developing and implementing policies, processes, and procedures related to compliance, sanctions, and export controls.

As ACSS Ambassador for Munich and Certified Sanctions Specialist (CSS) Certification Trainer, Martijn actively contributes to the global sanctions compliance community through training, mentorship, and thought leadership. He is valued by clients for his enthusiasm, analytical insight, extensive network, and out-of-the-box perspective.

Ivy Llena has over 14 years of experience in the learning and development field, providing capacity-building and professional development programs for corporate and social service agencies in the US and the Philippines.

Before joining ACSS, she was a program director at a non-profit organization in the Philippines, where she co-designed and co-implemented economic empowerment programs and services for survivors of human trafficking and their families. Ivy also served at the Social Policy Institute at Washington University in St. Louis, where she led and contributed to inclusive economic growth initiatives.
