This session will examine the status of sanctions relief in Syria after months of groundbreaking policy and regulatory changes across the sanctions regimes of the US, EU and UK vis-à-vis the country. The session will explore the evolution of these changes and likely evolution going forward delving into prospects for business activity in the near and medium-term horizon.
The session will also examine the banking sector perspectives on Syria from managing the changes following the removal of Syria as a comprehensively sanctioned country, the remaining sanctions requirements related to the former-Assad-regime and ISIS, the status of the Syria Caesar Act, and practical considerations regarding risk assessment and compliance for the industry when addressing risks related to Syria.

Ivonne Duarte-Peña

United Nations Office of the Special Envoy for Syria
Ivonne is an expert on the use of economic statecraft as a leverage tool in diplomatic and conflict resolution contexts, with a decade of experience as a UN Political Affairs Officer. She has undertaken off-the-record briefings on sanctions and de-listings for world’s leading press outlets and the UN Secretary-General’s spokesperson. Ivonne is a Certified Sanctions Specialist and was a member of the ACSS Task Force on Export Controls.

Lloyd Meadows
Director
Africa Middle East Group Sanctions Regional Team
Lloyd has been the chair of the UK Finance Proliferation Finance Working Group since November 2022. The working group’s first paper was published in March 2025.
From 2009-14, Lloyd served in the State Programmes Team in the Counter Proliferation Department of the UK Foreign & Commonwealth Office, where he worked on the implementation of sanctions regimes targeting Iran, Syria, Libya and North Korea.

Ivy Llena has over 14 years of experience in the learning and development field, providing capacity-building and professional development programs for corporate and social service agencies in the US and the Philippines.
Before joining ACSS, she was a program director at a non-profit organization in the Philippines, where she co-designed and co-implemented economic empowerment programs and services for survivors of human trafficking and their families. Ivy also served at the Social Policy Institute at Washington University in St. Louis, where she led and contributed to inclusive economic growth initiatives.
