About Chapter

The ACSS Frankfurt Chapter has the goal to assist, educate and provide a network platform for international sanctions and trade compliance specialists based in the Frankfurt. The ACSS Frankfurt Chapter strives to be the quality, knowledge and network platform for sanctions and trade compliance professionals in both the private and public sector in the Frankfurt area.

In order to supports its goals, the ACSS Frankfurt Chapter hosts events, such as webinars and seminars. The Chapter offers its members the opportunity to stay up-to-date with the latest sanctions and trade compliance news, developments and industry trends, but also enabling them to network with peers and external stakeholders.

Wayne is in-house counsel to PricewaterhouseCoopers GmbH in Frankfurt, Germany, where his primary focus is on global risk management and regulatory compliance. His main fields of practice are corporate compliance and training (sanctions/export control, anti-corruption, competition law, and insider trading), ethics and the laws of professional responsibility. From 2000 to 2003, Wayne worked in the M&A and Financial Services Practice Groups of the law firm PricewaterhouseCoopers Veltins.

Before joining PwC, Wayne was responsible for the US/UK-German practice at Rotthege Wassermann & Partners in Düsseldorf from 1997 through 1999. Wayne came to Germany in 1996 as a participant in the Foreign Lawyers Program administered by the German Ministry of Justice. He has held positions as an adjunct law faculty member at both the University of Münster and Düsseldorf, where he helped develop the Common Law program. He has also lectured on M&A in Suffolk Law School’s International LL.M. program for practicing lawyers. Presently Wayne is an adjunct law lecturer at the Universität Osnabrück focusing on company law. 

Prior to coming to Germany, Wayne worked as a lawyer at the U.S. Trade Representative in Washington, D.C. He also worked as an attorney in the securities litigation group with the Boston law firm of Hale & Dorr before beginning the German Law program in 1996. Wayne holds a law degree from Suffolk Law School in Boston, an LL.M. from the University of Frankfurt, and a doctorate in law from the University of Münster. He is admitted as an attorney in New York and Massachusetts, as well as to the U.S. Court of International Trade and the U.S. Court of Appeals for the Federal Circuit. In 1998, Wayne became a solicitor to the Supreme Court of England and Wales and was admitted in 1999 as a solicitor in the Republic of Ireland.

Before establishing sanctions.io, Jens successfully founded REMEDYNE, a SAP security software company, which was acquired in 2023. Prior to this, Jens held diverse security and compliance positions at SAP.

Jens earned a master’s degree in Physics from Göttingen University and an MBA from Fachhochschule für Ökonomie und Management in Frankfurt.

Currently, as Executive Director, in Frankfurt, he manages the Compliance & AML department of one of Europe’s largest banks.

His expertise is in financial regulation, preventing anti-money, combating terrorist financing and sanctions.

Anastasia Merkulova

Anastasia Merkulova is Lead Senior Legal Counsel on the Export Control Team at SAP. Serving as the Regional Export Control Coordinator for Middle and Eastern Europe, Anastasia supports the development and implementation of SAP’s global export control and sanctions compliance program, including implementation of new legal requirements, enhancement of IT solutions and oversight of due diligence processes in the company, with an expert focus on Eastern Europe. As Lead Senior Legal Counsel, Anastasia advises the company on the U.S. and EU export control and sanctions laws, requirements and risks that are applicable to SAP activities worldwide, with specific focus on SAP business in Middle and Eastern Europe.

Prior to joining SAP, Anastasia worked as a legal advisor and compliance expert in a variety of industries, supporting multi-faceted global compliance programs. Her work included advising on a broad range of compliance matters, developing, enhancing and implementing comprehensive internal control measures, supporting internal investigations, and training business stakeholders worldwide. In addition to her work at SAP, Ms. Merkulova currently serves on the Board of Directors of the Association of Certified Sanctions Specialists (ACSS) Frankfurt Chapter.
