This webinar discusses the aftermath of US export controls on Advanced Computing and Semiconductor Manufacturing Items to the People’s Republic of China (China) imposed by the US Department of Commerce’s Bureau of Industry and Security (BIS) on October 7, 2022.
As recently as October 17, 2023, BIS updated last year’s measures to close several loopholes that weakened their efficiency. The US government’s implementation of semiconductor-related export controls targeting China signifies the soured relationship between the two countries. The unilateral imposition of the controls has led to increased tensions between the two superpowers and has had a far-reaching geopolitical impact. Following the US move, Japan and the Netherlands, global leaders in the semiconductor industry, presented similar national export measures.
Although the national controls do not mention China specifically, de facto, they have the same result: controlling the export of semiconductor goods and technologies to China.
The measures mark a new era in using export controls in global technology trade to protect national security and foreign policy interests. This comes during ever-growing geopolitical tensions in the continuing race for technological superiority over competing countries, such as China.
