If 2023 was the year of export controls, 2024 has undeniably been the year of the Dark Fleet. With the last three EU sanctions packages targeting Russia’s oil and gas sector and the fleets moving their commodities, regulatory pressure has intensified.

The United States and its Coalition partners have now placed blocking sanctions on major Russian oil players including Rosneft, Lukoil, Surgneftegas and Gazprom Neft, signaling a clear priority: compliance teams must be prepared to detect sanctions evasion at sea and understand how Russia uses under-the-radar traders to sell oil outside the price cap.

    Claire Grunewald is the Co-Founder of Clarity Compliance Consulting LLC, a boutique sanctions advisory firm specializing in hands-on sanctions compliance assistance for the insurance and reinsurance, maritime shipping, cargo, energy commodities, and financial services industries. Claire previously served as the lead expert on the insurance, reinsurance, maritime, shipping, cargo, aviation, and energy sectors with the Office of Foreign Assets Control (OFAC) at the U.S. Treasury Department. Named the 19th most influential person in shipping in 2024 by Lloyd’s List Intelligence, Claire led OFAC’s provision of guidance to the shipping and insurance industries and spearheaded OFAC’s maritime casualty response. While at OFAC, Claire also led the revision of over 100 foundational OFAC Frequently Asked Questions. Claire was awarded the 2023 Excellence in Collaboration Award for her work expanding OFAC’s public-private partnerships and interagency collaboration and the Top Team Award. Prior to joining Treasury, Claire co-founded a blockchain philanthropy startup and was awarded a U.S. Department of Defense Boren Scholarship in Chile.

    David Tannenbaum started his career in sanctions compliance while serving at OFAC, the US agency in charge of administering economic sanctions. In his capacity, he oversaw the analysis of blocked and rejected transactions and provided sanctions to some of the world’s largest financial institutions, Fortune 500 companies, and law firms.

    After joining the private sector in 2013, David created Blackstone Compliance Services, a company specializing in sanctions compliance. As the director of Blackstone, he has led sanctions testing for three major monitorships on behalf of the US Department of Justice, Federal Reserve Board, New York Department of Financial Services, and foreign regulators such as the United Kingdom’s FCA and France’s APCR.

    His experience goes beyond representing and responding to regulators and law enforcement authorities. He frequently works with some of the largest financial institutions and Fortune 500 companies to develop compliance programs and implement technology to detect sanctions evasion and money laundering. He has done significant work for half of the global Top-10 financial institutions. He has conducted many complex investigations spanning multiple jurisdictions where he untangled complicated sanctions networks used by North Korea, Iran, Syria, and Russia.

    Mr. Tannenbaum graduated magna cum laude with an MBA and a Masters in United States Foreign Policy from American University. He also holds a bachelor’s degree in international studies from American University.
