Description:

EU trade restrictions against Russia include a ban on the import and/or export of products in many industries, such as oil, coal, metals, and technology, and in transport and the financial sector. Circumventing the restrictive measures including via third countries constitutes a violation of EU sanctions.

As a consequence, the Russian authorities are constantly trying to circumvent EU trade restrictions. They use various methods of concealing trade in sanctioned goods, especially crude oil, including through companies from non-EU countries. The challenge for European organisations is how to prevent and detect these circumvention practices.

Russian entities are importing Western products through companies from third countries that are not bound by sanctions, such as firms in Turkey, Iran, the United Arab Emirates (UAE), Egypt, and Venezuela.

In this webinar will will discuss how to prevent and detect the circumvention of EU trade restrictions via third countries.

With a background in ICT, broad knowledge of the financial industry, strong analytical capabilities and the business administration education, he implemented solutions for complex situations. Since 2005, he setup and executed sanctions and export control compliance functions for two major Dutch financial institutions after they were subject to an enforcement action by US authorities. In 2011 he founded BSCN, which supports financial and non-financial institutions and companies in developing and implementing policies, processes and procedures related to compliance, sanctions and export controls. He is valued by the Clients for his enthusiasm, his analytical skills, his broad network and his out of the box views.

Klaas Leenman

Klaas Leenman is a retired account manager strategic goods and sanctions of a specialized Customs team responsible for the enforcement of export controls and sanctions and worked in this field for over 30 years. He is currently the Enforcement advisor for the EUP2P Outreach Programme on dual-use goods and was the chair of the MTCR Licensing & Enforcement Experts Meeting for many years and acted also as chair of the Wassenaar Arrangement Licensing and Enforcement Officers Meeting.
